FROM THE EDITOR
I It starts with ‘Hello’ I’VE VISITED THE MEXICAN FAST FOOD JOINT around the corner from my office like clockwork for the last three years. Every week, I walk over to pick up my usual order of carne asada fries: everything on it with three sides of tomatillo salsa. I rarely stray from that, so when they see me walk in, the cashier confirms if I’ll have the number 19 or 22 and the chef knows to get the fryer ready. We always exchange pleasantries It wasn’t a life-changing conversation. We didn’t exchange stories or make plans to meet up. We just put names to familiar faces, turning a weekly routine into something a little more personal. And somehow, that was enough to make a difficult week feel a little lighter. When life gets hectic, it’s easy to underestimate how much these small connections matter. We share hallways, wait in lines, visit the same shops and pass the same people on our way through the day. Sometimes we learn their names. Sometimes we don’t. But those brief encounters can become the beginnings of something meaningful: a small sense of belonging and a reminder that we’re part of something beyond ourselves. That idea runs through this month’s issue. Our reporter Karen Bartunek introduces us to poets who have found community by putting but only learned each other’s names one windy October afternoon. Monica, Belen, Jesus.

need that goes beyond safety. His story is a reminder that checking on a neighbor or taking time to listen can matter more than we realize. Their stories look different, but they share a simple truth: Connection happens when we make room for one another. It can grow through a performance, a lesson, a song or a conversation with someone we’ve seen dozens of times but never really met.

I’d known Belen and Jesus for more than three years before we introduced ourselves. I’ll probably keep ordering the same carne asada fries, and I’m sure they’ll keep greeting me with the same quiet “hello” and chin nod. But next time I walk through that door, I won’t just recognize the faces behind the counter. I’ll know the people, too, because that’s how community grows closer: one name and one small connection at a time.

5 years ago A busted headlight, an overloaded truck bed and an improper turn led Maricopa police to a traffic stop that uncovered $23,000 worth of methamphetamine. Police arrested Ryan Toto with possession of dangerous drugs for sale, possession of equipment for dangerous drugs, and transport of dangerous drugs for sale. Officers found the drug, along with chemical masks, lithium batteries and other materials they said could be used to manufacture meth.

An unlucky cat left about 4,000 Maricopa-area electric customers without power after getting into a transformer near Porter and Honeycutt roads. The outage lasted from 3:30 to 5:15 a.m. Electrical District No. 3 said the cat was electrocuted and did not survive.
Ace Hardware celebrated its grand opening at Cobblestone Fiesta Center, bringing more than 22,000 square feet of hardware, gardening supplies, lumber, patio furniture and more to Maricopa. Mayor Kelly Anderson joined owners Tom Bechtel and Frank Polimene for the ribbon-cutting, while 10-year-old Kiana Campbell entertained shoppers with a Scottish Highland dance.

HISTORY
Powering Maricopa before the boom Electrical District No. 3 began as a solution for rural farmers long before the city’s growth transformed its mission.
BY MONICA D. SPENCER
to purchase electrical facilities from Arizona Public Service and, by 1961, owned its transmission and distribution system within its service area. Then Maricopa’s growth brought a new challenge. As the city’s population climbed from about 1,000 in 2002 to more than 51,000 in 2008, ED3 doubled its substations and added hundreds of miles of overhead and underground power lines.
In 1930, a major expan- sion brought power lines to Maricopa and western Casa Grande. About 60 workers built extension lines and a substation 18 miles south of Maricopa. The project’s estimated cost was $500,000. The lines also supplied Electrical District No. 4, which served Picacho, Eloy and Toltec. ED3’s role continued to evolve. In 1960, the district entered an agreement
County Board of Supervisors completed the formation of ED3, with boundaries covering about 87,000 acres. The district’s early purpose was practical. Electricity powered irrigation pumps, helping farmers move water to their fields, while also bringing power to homes and small businesses. Reliable electricity was especially important in an agricultural region where pumping water was essential to farming.
Long before Maricopa
became a fast-growing city, Electrical District No. 3 was formed to solve a basic problem for rural Pinal County: getting electricity to farms and communities that private utilities were reluctant to serve. Arizona lawmakers passed an Electrical District Act in 1922 to help rural, agricultural communities obtain power. Four years later, on Jan. 5, 1926, the Pinal

The scope of Pinal County’s clean-energy projects is immense. About 25,000 acres in Pinal County have been approved for clean- energy development or are under construction, Planning and Zoning Commission Chairman Robert Klob said. The county has a total of 50,000 acres zoned specifically for clean-energy projects. The county’s large tracts of relatively affordable land, existing electrical transmission lines and substations, and natural gas pipelines make it attractive to energy developers. At the same time, Arizona’s growing population and demand from industries such as manufacturing and data centers are pushing utilities to add generating capacity and storage. The projects range from operating solar farms to proposed natural gas plants and battery storage facilities. Here’s a look at where they stand across Pinal County.

1 Salt River Project’s Marigold Energy Center Acres: Not specified 675 MW natural gas; 600 MW solar 400 MW battery storage Salt River Project plans natural gas turbines, a substation, solar generation and battery storage across a patchwork of land in the area. Construction is expected to be completed in 2033. An SRP official said the center would add more than 1,200 MW of capacity to the region, with Maricopa and surrounding communities receiving some of that energy.
2 Horseshoe Energy Project Acres: 159 500 MW battery storage 500 MW power generation The proposed project in Hidden Valley would combine a battery energy storage system with a power generation facility near the Pinal West Substation. Residents have raised concerns about noise, traffic, heat and potential battery fires. In October, the Pinal County Planning and Zoning Commission voted to recommend denial of the project to the Board of Supervisors. The board will make the final decision.

The project received a special use permit from the Goodyear City Council after the city annexed land for the development. 9 Tap Solar Farm Acres: 1,089 250 MW solar 250 MW battery storage Pinal County supervisors unanimously approved a land-use change for the proposed solar and battery facility. The City of Maricopa opposes the project because it conflicts with the city’s general plan, which designates the area for residential and commercial development, including 3,874 homes and two elementary schools. Arizona Game and Fish identified 53 potentially affected species, including the Sonoran pronghorn and Sonoran desert tortoise. 10 Kitt Solar Acres: 640 100 MW solar 400 MW battery storage Construction began in 2024 on the project developed by an Avantus affiliate. The facility has a power purchase agreement with Arizona Public Service. According to the original project information, completion was expected in 2026. 11 Valley Farms Energy Center Acres: 69 400 MW battery storage Valley Farms Energy Center LLC, a subsidiary of NextEra Energy Resources, is developing a battery storage facility on about 69 acres. The approved project would build a standalone battery energy storage system on 40 acres south of Maricopa in unincorporated Pinal County. The parcel was chosen because it is adjacent to existing high-voltage transmission lines and four major electrical substations. 4 Box Canyon Solar Project Acres: 1,918 300 MW solar Developed by BrightNight and Cordelio Power, the solar project occupies Arizona State Land Department property and is designed to feed clean energy directly into the regional grid. It has been in operation since 2025. 5 Arizona City Solar Acres: 1,900 275 MW solar Silver Creek Energy’s utility-scale solar development was initially planned on land previously designated for residential housing. The Pinal County Board of Supervisors approved a major comprehensive plan amendment allowing the project to be built on the site. 6 Eloy Valley Solar Acres: 3,870 350 MW solar NextEra Energy’s solar farm spans multiple phases bordering agricultural and rural residential areas. A generation- tie transmission line would connect the project directly to the Western Area Power Administration’s ED-5 Substation. 7 Sonak Solar Acres: 1,887 275 MW solar Enel Green Power proposed the solar project on land previously planned for residential development. The Pinal County Board of Supervisors approved a planned area development overlay district to transition the property to industrial and utility-scale solar use.

BY JEFF CHEW
HEN KATIE LAMBERT LEARNED she was pregnant, she had to figure out a way to provide for her new family while managing her own health challenges. That search eventually led her to insurance and financial planning. “I was knocked up,” she says with a laugh. “I had a child in me and had to figure out a way to provide for her, while I wasn’t in the best health myself.” With support from two families — blood and church families — Lamber began building a business in Maricopa. Nearly a decade later, she helps individuals and small business owners navigate health and life insurance needs, business benefits and retirement planning. She is licensed in more than 16 states and now focuses on Arizona from her Maricopa home office. “I was just trying to figure out how to pay for things,” she said. “And it just started to click when I started to market to Maricopa specifically and focus on solving the problems and finding solutions when people who were just desperate for help.” Lambert says she prioritizes education and customer service over sales pressure, working to educate them by focusing on solving their individual needs. That has helped her earn the nickname, “The Health Insurance Lady of Maricopa.” What do you enjoy most about your profession? I enjoy finding the right fit for each client and I like to do things like annuities. We have a specific financial adviser we refer people to and if they want to go that route, it depends on what W
That’s probably my top suggestion. We always want to figure out. We want to learn. Knowledge is power so we focus on strategizing all the time. What’s one question you wish clients would ask more often? If they want to make an adjustment to their policies, they ask me first. I highly encourage them to call us throughout the year, to text us, to email us because it can take me five minutes to do it when it can take them hours to do it on their own. We’re going to be here and we’re going to do it together. What are some lessons entrepreneurship has taught you? One lesson in business is you can’t control things. Things are going to happen, and what you can control is how you respond, how you take action. You need to be sure you are communicating very effectively because if you don’t get it, they’re probably not going to get it either. Explain and be very thorough because that’s going to help somebody more. You can show love and set up boundaries, but also be there for your customers when they need you most. When you continue to show up and keep your patience, that’s how you get business. Nearly all of our business come from referrals, and I love that. I am so blessed because of that. Editor’s note: This interview was lightly edited for brevity and clarity.
they need. We also do a lot of cool life insurance policies clients can use. It’s all a matter of looking at your goals and what you want. What do you enjoy most about being a small business owner? Honestly, I love helping save the day. There are so many people who are frustrated and don’t know what to do. They don’t know how to get the help they need because a lot of people just want to sell, sell, sell, and they just want to go and make a lot of money doing it. So, we focus on how we can make this process as cheap and best for you as possible. I also like being my own boss and being on my own schedule. Tell us when you knew you wanted to be an insurance and financial planning advisor, and why. I just wanted to figure out how I was going to put food on the table. When you figure out what your clients want it works out down the road. It’s a lot of work, but it is very rewarding to hear when a client comes in and she’s like ‘Katie, I’m just so grateful. I don’t know what we would have done without you.’ What’s the one piece of advice you would give to a client about health and life insurance and retirement planning? I give a lot of advice, but as far as retirement planning, I would suggest clients figure out what their goals are and see if those are reasonable based on their needs and such. Things can always change. You always want to strategize.
