FROM THE EDITOR
W What happens next WE LIVE IN A TIME WHEN THE SYSTEMS WE rely on — economic, political, personal — are all showing signs of strain. Big policies ripple into small towns. Long-trusted institutions falter or fold. The paths we expected to follow twist suddenly. This issue is about what happens next. You’ll read about a desert In another piece by David Iversen, the collapse is swift and stark: a local water district effectively shut down after its senior staff resigned in protest. The reasons are complicated. The impact isn’t. When leadership falls apart, the burden lands on the people left behind — like customers forced to pay double to correct administrative failures. Monica D. Spencer also spent time with students trying to land summer jobs. It’s not easy. Applications vanish into digital voids. Schedules are patchworks. But the ones who make it work don’t just earn money — they get their first taste of independence and sometimes purpose. Then there’s my story, which reads like a fever dream. He killed a man at a California house fishmonger whose business got caught in the crosscurrents of international trade. A global tariff policy might sound distant and abstract, but for him, it shows up in the price of shrimp.

HISTORY
The Maricopa Hotel In 1931, after a fire destroyed the entire town — then centered around the railroad tracks — a man named Jack Burkett moved an old barracks building onto a parcel of land just south of the tracks and west of Maricopa Road, according to the Maricopa Historical Society. Burkett and his wife, Clara, renovated the building and transformed it into a hotel, grocery store, post office, restaurant and recreation room. A photograph from the early-to-mid 1900s, shared by the historical society, shows the building as seen from the top of one of Maricopa’s water towers. (At the time, there were three towers; only one remains today.) Clara became Maricopa’s postmaster and served the community until 1943, when Ed Green and his wife, Evelyn, arrived, according to stories Green shared with the historical society. Originally from Hastings, Mich., Ed had worked for General Motors as a diemaker before moving to Arizona. Upon arriving in Maricopa, he worked in Burkett’s grocery store before purchasing it in 1945. He later bought the Maricopa Hotel as well. That same year, Green was appointed postmaster, a role he held until his

retirement in May 1955. He recalled that when Evelyn and he first arrived in 1943, the local school had just one full-time teacher and one part-time teacher. During his time in Maricopa, Green became a charter member of the Rotary Club, serving as both secretary and treasurer. He also volunteered as secretary for the Salvation Army.

Missing runaway Maricopa High School student Destinee Cruz, 17, was found alive in Mexico after a desperate, dayslong search by her mother. Closed-circuit TV cameras captured Cruz getting into a vehicle at 3:43 a.m. in Ciudad Juárez, Chihuahua, at the height of COVID-19 pandemic uncertainty. She was later reunited with her mother in a touching moment.
The doors at Sun Life Family Health Center opened its 11,200-square-foot location at 44572 W. Bowlin Drive, just north of the Copper Sky Recreational Complex. Its previous clinic, at 42251 W. Hathaway Ave., was converted into a women’s health center. That OBG/YN closed its doors last month and moved to Sun Life’s Bowlin location.
Gila River police officers working a security detail spotted a white SUV pull off the road on State Route 84. Using night-vision goggles, they observed two people having sex in the vehicle before an argument broke out. The male was later identified as a 14-year-old boy; the woman was Andrea Martinez, 26, a Stanfield Elementary School District teacher and the boy’s former teacher. Martinez, a Casa Grande resident, is now a registered Level 1 sex offender with convictions for molestation and attempted molestation of a child.
Native New Yorker opened. The restaurant best known for its wings gave residents a family dining experience, a separate bar with allowed smoking and a party room. Asked why he decided to open in Maricopa, owner Pat Kieny explained he and his family had been driving through the city since 1985 on the way to visit relatives in San Diego. The restaurant chain rebranded in 2015 when it became Native Grill & Wings.

apping Maricopa’s Future M through the General Plan Update
GOVERNMENT
Budget breakdown
What is the General Plan?
The General Plan is our community’s roadmap for the next 10–20 years! It shapes how the City of Maricopa will grow, move, live, and thrive. It includes shared vision statements, maps, goals, and policies that guide decisions on land use, housing, transportation, public safety, parks and recreation, the environment and more.
5 YEARS OF BUDGETED CITY EXPENDITURES
Arizona Revised Statutes require that once a city council approves the annual budget, a city may no longer increase its budgeted expenditures in any way for the entire fiscal year. The City of Maricopa budgets conservatively to plan for all expected expenditures and capital projects, as well as budgeting for any expenditures or projects that may potentially occur. In short, the city will very likely never spend the entirety of its full budget each year, and retains the flexibility to prioritize its expenditures and key projects accordingly and in compliance with state law.” MATT KOZLOWSKI, CHIEF FINANCIAL OFFICER, CITY OF MARICOPA
What is the current status of the update?
We’ve hosted two community workshops and a survey— your input is shaping the first draft of the General Plan Update!
Considering how volatile it can be year to year, and what the state takes away in terms of revenue opportunity, at some point we have to seriously look at not reducing property tax.” NANCY SMITH, MARICOPA MAYOR
Next Steps?
Check out the project website to weigh in on draft materials from past Community Workshops— including interactive maps where you can share your take on future land use. A first draft of the General Plan is anticipated for release Winter 2025 —stay tuned!

BUSINESS
“My scallops had jumped up, which I wasn’t expecting. And then my lobsters have gone up. Those are coming from the Bahamas.” He’s seen worse. During the pandemic, lobster tail prices nearly doubled overnight from $10 to $19 at wholesale. “They didn’t even sell for a year. They kind of went insane,” he said. Now, prices are ticking up again: “A buck a tail, essentially.” Eckelman isn’t charging customers more for most products, at least not yet. “I’ll take the loss for now and hope that things are gonna go back down,” he said.

Eating into profits Eckelman isn’t glued to policy trackers or economic updates. “I’m not good at watching the news,” he said. “I used to, and I just know it causes all sorts of anxiety.” He’s not alone. This spring, the U.S. Trade Policy Uncertainty Index, which tracks how often trade policy is mentioned in major news outlets, spiked to its highest level since the index began in 1985. It reflects a national mood of confusion and unpredictability. But Eckelman doesn’t need a chart to know things are shaky. He sees it in his invoices. Broadly, tariffs are the highest since the Great Depression, yet inflation was far lower than expected in consecutive months in April and May. The suggestion, according to Bankrate , a banking industry publication, is that businesses have not passed higher costs onto customers yet. That is true for Eckelman. “I haven’t adjusted my prices since I heard about it,” he said, “except for the lobsters. And even then, I just kind of ate it.” (Eckelman hiked shrimp prices June 14, less than a week after his interview with InMaricopa .) He is concerned about eating further into his margins. “I try not to have too much anxiety, but I am human,” he said. “I have a lot on my plate. I’m a caregiver for my father. I’ve got my sons. There’s a lot on me.” As he puts it shrimply: “I’ve got faith. The Lord has carried me 44 years. He’s not gonna stop now.” The new tariffs haven’t collapsed Eckelman’s business, but they’ve made the road ahead less certain.

“My dad did this for, like, 30-plus years,” Eckelman said. “I’ve been doing it probably, I would say 13 years now. Maybe even a little more. Always out of the van.” That van, once simply a symbol of family tradition, now sits at the center of a global economic story. Claws and effect Since his return to the White House in January, President Donald J. Trump has launched a sweeping wave of tariffs unlike anything seen in modern U.S. history. A universal 10% tariff on all imports began in April, followed closely by steep, targeted penalties on trade partners like
Mexico, China and the European Union. For Eckelman, who sources shrimp from Mexico, lobsters from the Bahamas and scallops and fish from various other countries, those policies have a direct and personal cost. “When I first heard about them,” the fishmonger said, “it was just that, ‘Okay, let’s see how this goes,’ you know?” His supplier soon warned him prices would rise like the tide. “Shrimp was gonna go up,” he recalled. “Then within a week, the tariffs were dropped. So, I kind of had some fluctuation, but not like I was expecting, not yet.” Not everything came back down.
EW EXPECT TO FIND FRESH lobster tails in the middle of the Sonoran Desert. But just a few miles north of Maricopa, past M
Mountain, there’s a white van parked on the northwest corner of State Route 347 and Riggs Road. Pull up next to it, and you might have to wait. The sound of humming coolers competes with the whizzing traffic. Seafood is sold here, from the back of this van. Inside is Justin Eckelman, a second- generation fishmonger and the owner of Shrimply the Best, a business as resilient as the man behind the wheel.

BUSINESS
“If prices jump like they did during COVID, I’m out,” he said grimly. “You can’t sell someone a lobster tail for $23 if last month it was $13. They’ll just walk away.” That uncertainty isn’t just local; it’s systemic. A federal court has blocked many of the new tariffs, but appeals are ongoing. Congress is considering the Trade Review Act to rein in the executive branch’s sweeping trade powers. Meanwhile, the Congressional Budget Office estimates that tariffs could raise household costs by $2,100 to $3,800 annually and increase consumer prices by up to 2⅓%. Strategy: ‘Keep showing up’ Shrimply the Best is a simple operation. Eckelman sells seafood with a handshake and
a receipt. In the winter, when Maricopa fills with snowbirds, he might serve more than 100 customers per day. These summer months are a different story. “It slows way down,” he said in a mid- June interview when temperatures had already reached 114 degrees in Maricopa. “People aren’t wanting to stop when it’s 115 degrees out.” His father, Dennis, who founded the business and now suffers from dementia, taught him the basics. “He didn’t use any social media. Didn’t take credit cards. Just took cash and toughed it out,” Eckelman said. Today, Eckelman takes payments by phone, runs ads on Facebook and still hauls his coolers in the back of a van. “Once you get going and you’ve done it for a little bit, it’s pretty self-explanatory,” he said. “You just got to keep showing up.” For economists and policymakers, Eckelman’s van is more a parable than a business. It offers a human-scale lens on complicated global issues. You don’t need spreadsheets to understand the impact of trade barriers when you’re buying scallops out of a van. Moody’s economist Mark Zandi put it plainly: “We are back on recession watch.” “Global uncertainty is up. So are prices,” he said. Eckelman’s measure is more grounded: Can he still afford to stock the van? “I wish I could say, ‘Hey, the tariffs have done this or that,’” he said, worried if his customers would be sympathetic when he was still mulling the price hikes. As the interview wrapped up, Eckelman offered some industry wisdom and a sales pitch. “I’m a grill guy. It just makes the shrimp pop when you have it on a grill. But, you know, if you’ve watched Forrest Gump, there’s lots of ways to cook shrimp,” he said. “I’m out there most Saturdays after 10 a.m. Stop by and try our scallops.” In an economy spinning with uncertainty, Justin Eckelman keeps showing up. Coolers loaded. Shrimp chilled. Faith intact. You can’t sell someone a lobster tail for $23 if last month it was $13. They’ll just walk away.” JUSTIN ECKELMAN, FISHMONGER
